Management of the Construction Company of the OMOX Developer

Oleksii Kulagin became the founder of OMOX Development Company in 1995 and is still the managing director of the company.

OMOX Development Company is implementing a large-scale construction project – the /Chaika\ residential complex. It is the largest condominium in Europe, designed to accommodate 25 thousand people. Since 2008, /Chaika\ has been repeatedly recognized as the best residential complex in Ukraine in various nominations: People’s Recognition, Leader of the Year, Best Complex Development, Pride of the Country, etc.

Oleksii Kulagin is the author of the idea of enclaving the country, which he outlined in his blog on the Liga.net website. The concept was highly appreciated by American diplomats, Ukrainian economists and political scientists. Implementation of the project to create enclave cities of foreign countries can significantly develop Ukraine's economy.


Oleksii Kulagin is one of the leaders of the anti-raiding business movement in Ukraine. For the third year in a row, he has been defending his family business from being taken over by an organized criminal group. Together with other businessmen and public figures, Oleksii Kulagin has held a number of roundtables and forums that have drawn the attention of the President and law enforcement agencies to the problem of raiding. The Ministry of Internal Affairs and the State Bureau of Investigation are investigating the cases initiated by Mr. Kulagin.

He was born on 7 April 1955 in Kurakhovo, Donetsk Region. He spent his childhood and school years in Shchastia.

In 1981, he graduated from the Kommunar Mining and Metallurgical Institute, Faculty of Industrial and Civil Engineering, specializing in civil engineering.

In 1985, he defended his PhD thesis on Preparation of Bases for Concrete Foundations at the Moscow Central Research Institute of Building Structures.

After serving in the army and graduating from institute, he started working at Luhanskshakhtobud.

In 1986, he led a team of mine builders who eliminated the consequences of the Chornobyl accident and supervised the construction of housing for immigrants from the Chornobyl zone in the city of Slavutych, the villages of Nadra and Savarka. At the time, he was the first deputy manager of the Stakhanovshakhtobud trust, which employed twelve thousand people at the time.

In December 1988, after the earthquake in Armenia, he headed a rescue team in Leninakan.

From January 1989 to 1991, he led a team of mine builders in the restoration of the housing stock of Kirovakan.

Since 1992, he has been employed as a crisis manager for the Ministry of Coal Industry in various republics of the former USSR.

In 1998, he became the founder and director of Business Centre LLC. His main areas of expertise include valuation, consulting, auditing, bankruptcy and rehabilitation procedures, management of corporate rights of the state, development of construction projects, and real estate management.

In 2003, he was appointed Deputy Head of the Main Department of Land Resources of Luhansk Region, where he created the Region Department of Land Market Assessment and Organization.

In 2005, he became the managing director of OMOX Development Company, which is building the first new city in independent Ukraine - the /Chaika\ residential complex.

Since 2010, he has been elected a deputy of the Petropavlivska-Borshchahivka Village Council in Kyiv-Sviatoshynskyi District, Kyiv Region and the Chairman of the Commission on Construction, Trade, Consumer Services, Transport and Communications of Communal Property and Social Development of the Territory. Oleksii Kulagin has been a member of the parliament for two convocations – 6th and 7th.

He has received several USSR government awards.

He has been recognized for his achievements in business with Ukrainian awards.

He was awarded for his participation in the life and development of the Ukrainian Orthodox Church.

In 2012, he was awarded the Top Manager of the Construction Market nomination at the IBuild Ukraine award.

In 2013, he was awarded in the Person of the Year nomination.

In 2014, he was awarded the National Certificate - Manager of the Year.

He was awarded the Order of Prince Volodymyr, first class, the Order of Yaroslav the Wise, the Order of St. Anthony and Theodosius of the Caves, third class, and the Order of St. Nicholas the Wonderworker.

Oleksii Kulagin has a large family. His wife Oksana Kulagina is a co-owner of OMOX. The couple has five children and five grandchildren.

He is fond of sports and holds the title of Master of Sports of the USSR in sambo, rowing and judo. He became the honorary president of the Judo Federation in Luhansk Region. He also enjoys shooting, freestyle wrestling, swimming, billiards and horseback riding.
